About the Board
The Arizona Board of Fingerprinting is a state agency that considers applications from individuals whose fingerprint clearance card has been denied or suspended by the Arizona Department of Public Safety and who are trying to demonstrate that they're rehabiliated and not recidivists. People who work with vulnerable populations — children, the elderly, or persons with developmental disabilities — normally need a card to work.
Mission and Objectives
The Board's mission is to fairly, expeditiously, and responsibly determine good cause exceptions for applicants whose fingerprint clearance card has been denied or suspended. To fulfill its mission, the Board has adopted the goals identified below. The Board evaluates how well it meets its goals through various performance measures.
- Goal 1. To make fair and consistent determinations on good cause exception applications.
- Goal 2. To provide applicants with timely decisions on their good cause exception applications.
- Goal 3. To develop fair and comprehensible rules, policies, and procedures for determining good cause exceptions.
Board Members
Below is a list of the current Board membership. If you are applying for a good cause exception, under no circumstance should you contact Board members to discuss your case. This sort of contact will create a conflict of interest, and the Board members will simply refer you to the Board staff. In some cases, this contact may cause your application for good cause exception to be denied. Please see our Contact Information page for information on how to contact the Board staff.
Regular Members
- Charles Easaw, Chairperson: Department of Education. Appointed by the state superintendent for public instruction.
- Matthew A. Scheller, Vice Chairperson: Department of Juvenile Corrections. Appointed by the director of the Department of Juvenile Corrections.
- Chad Campbell: Administrative Office of the Courts. Appointed by the chief justice of the Arizona Supreme Court.
- Dale Doucet: Department of Economic Security. Appointed by the director of the Department of Economic Security.
- Kim Pipersburgh: Department of Health Services. Appointed by the director of the Department of Health Services.
Alternate Members
Alternate Board members may be designated by their respective agencies in case a Board member is unavailable or otherwise unable to fulfill his or her duties. Currently, there are two alternate Board members.
- Brad Willis: Department of Economic Security. Appointed by the director of the Department of Economic Security.
- Yolanda Cordova: Department of Health Services. Appointed by the director of the Department of Health Services.
